
Kingston community agencies are extending the closure of 661 Montreal Street, home to the Integrated Care Hub (ICH) and Consumption Treatment Services, to assess necessary safety improvements. The site and the adjacent Belle Park encampment were closed to the public on September 12 for Kingston Police to complete their investigation into a tragic incident that occurred earlier that day. While the investigation is now complete, the site remains closed for safety reviews.
Perimeter security fencing and police presence will stay in place as the City of Kingston and partner agencies evaluate operational changes to improve safety for service users, staff, and the public. The closure allows time to address critical safety and security concerns to ensure the safe reopening of the ICH, which serves Kingston’s most vulnerable populations.
During the extended closure, outreach services will continue for those displaced, and individuals who sheltered in the encampment will be given access to retrieve personal belongings. Addiction & Mental Health Services, Kingston Community Health Centres, and other agencies are coordinating efforts to provide ongoing support. Further updates on the reopening of the ICH will be provided as the safety review progresses.
