
Canada has stopped issuing work and study permits to individuals using the flagpoling practice at border crossings as of December 23rd. Flagpoling involves temporary residents exiting Canada to the U.S. or St. Pierre and Miquelon and immediately re-entering to access immigration services at a port of entry.
This approach has strained border resources, diverting officers in both Canada and the U.S. from enforcement tasks and increasing wait times for other travelers. Ports of entry are designated for individuals arriving in Canada, not for those already residing in the country.
Applicants seeking new work or study permits, or renewals, must now apply through Immigration, Refugees and Citizenship Canada (IRCC). Limited exemptions are available.
The policy change aims to streamline border operations, improve efficiency, and uphold the integrity of the Canada-U.S. border system while ensuring resources are appropriately allocated.
