The United Counties of Leeds and Grenville has appointed Al Horsman as its new Chief Administrative Officer (CAO). Horsman brings extensive executive experience in municipal leadership, having served as CAO and CFO in cities such as Guelph, Sault Ste. Marie, Toronto, and Maple Ridge, B.C. Most recently, he was VP Finance and CFO at EComm911 in British Columbia.
Warden Corinna Smith-Gatcke welcomed Horsman, citing his strong leadership and alignment with the Counties’ vision for purposeful growth and responsible governance. “We are excited to welcome him to our team and look forward to his leadership in achieving our goals,” she said.
Horsman expressed enthusiasm for the role, saying he is honoured to join the Counties and looks forward to working with Council, staff, and the community. His experience in infrastructure, finance, emergency services, and economic development will help guide the Counties’ strategic initiatives and support long-term sustainability.
