Councillor Anne Marie Koiner has issued a formal apology to municipal staff and Gananoque Council following an investigation by the town’s Integrity Commissioner. The review examined Koiner’s interactions with staff in 2025, including incidents at the Visitor’s Centre and during vegetation clearing near her residence.
While the investigation found no evidence that Koiner disclosed confidential information or improperly directed staff, her conduct during the vegetation clearing was deemed intense and fell below the high standards expected under the Town’s Code of Conduct. Staff described her reaction as “hot” and questioning, though not discriminatory or threatening.
At the March 4 Council meeting, Koiner apologized to the staff involved, acknowledging her behavior crossed a line. Council emphasized the importance of maintaining respectful interactions between elected officials and municipal staff.
