OPP have made two more arrests in connection to the seizure of contraband at Collins Bay Institution on February 10th, where suspected methamphetamine and fentanyl was seized.
On April 12, 2023, following a lengthy investigation, the Penitentiary Squad arrested Ryan CASTERTON, age 40 of Kingston and Ali SEMAAN, age 40, who was incarcerated at Collins Bay Institution and has since been transferred to the Donnacona Institution, near Quebec City. Each is charged under section 465(1)(c) of the Criminal Code with two counts of conspiracy to commit an indictable offence.
CASTERTON is also charged under section 122 of the CC with breach of trust-peace officer and under the Corrections and Conditional Release Act with possession of contraband beyond visitor control post, section 45(a) and deliver contraband to an inmate, section 45(c).
Initially a 47 year old from the Township of Leeds and Thousand Islands was charged on February 10th and is now before the courts.
